天星墨魚 (2)

環保署reject了我的「查詢」，因為海上的事務不在他們的管轄範圍，把球踢到海事處。於是我就去問海事處。一個多禮拜之後，他們終於回復：

"Although we could not obtain more information from you regarding the smoke emission from Star Ferry so far, we still conducted investigation to the captioned vessels. No excessive black smoke was found emitting from the Star Ferries during our observation. Anyway, thanks for your concern in this matter."

在碼頭也可以看到的在「海」中間的巨型黑煙也不算excessive，I wonder what the word means?
